Start a company designed for those who are ready to be self employed, the Company can help these individuals get their idea up and running, thus creating more jobs, and a small kick back for the idea that has been created under the companies who helped bring it to life. A contract of five years for such position to be sure the idea stands its ground.

A lot of it depends on you location. Where are you located at, are there companies who are interested in building on the land there. Are there good interstate and roads to where you are located?
Some cities still have town meetings. You can appeal to your state legislator, your congressman/woman and your local or city council and you can speak at city meetings.
You can talk with you local Chamber of Commerce as well and ask about a business recruiter.

Clean up the infra structure. People like an asthetically beautiful place to live...so you can hire architects, cleaners , planners and provide quaint shop fronts with excellent lighting. My city closed of side streets to vehicle traffic so that it is nicer to walk around. (Sydney).
Schools are a priority so pay your teachers well and the schools will get a better rep. Also provide recreation services, swimming pools etc. Also if you have an excellent sport team ...people will want to join...creat a famous city sport team...advertise the hell out of them and promote them so that your city becomes famous for something. e.g hockey , soccer, bball. You have to find what your city has that is appealing and promote it.

the real question is why are all the jobs leaving the united states? Why is it hard in some areas to have an empty position even at a fast food resteraunt? Demand for jobs and amount of people per ratio of jobs.

Well, if you were a fiscal conservative, you would probably say that jobs come when you discard environmental regulations (aka NO environmental laws), lower property and corporate taxes, and provide easy transportation links (rail, highway, deep water port) for transport. As well, cheap oil, water and electricity never hurts.
Of course, if you followed all of that, your city will become something like Shanghai or worse.

Put an end to N.A.F.T.A. and bring the operating costs for all businesses down. But I know there's more to it than that. A whole lot more to it. Such as encourage new business to start up here in the US of A.
