Firefox will do it, but unless your kids are either really slow, or really young, they'll figure out how to circumvent it in a heartbeat.
Cybersitter works insanely well. My parents use it, and I could not for the life of me figure out how to hack it. There was absolutely no way around it, short of reformatting the hard drive (which is a bit obvious). And it's password protected.
Just make sure you don't leave the program window open for your kids to play around with while you aren't looking. They might, um...look at the page for failed password attempts and guess your password. Heh heh...
Anyway, check out their site here:

No, I don't think firefox has a parental control program. you could try netnanny, Cyberpatrol, SentryPC and other parental control program. I posted a link to give you ideas what to do for firefox, I hope it helps.

Firefox has this option. You need to go to tools, then options, then contents. From there, you can edit what you want to block.

You could try Content Advisor in IE.
http://support.microsoft.com/default.aspx?scid=kb;en-us;310401
IE7 had an addon called "Parental Controls" that you could also use; however, please realize that IE7 is still in Beta testing.
