Civilizations only arise *because* a codified set of laws (or edicts, or decrees, Papal Bulls, etc.) is established. If not for such strictures setting boundaries - and in many cases detailing the appropriate punishment for violating them - then the term "civilization" would not be applicable.
Simply put, there have to be rules in place which provide a large population of people with the necessary guidelines to successfully live, work, play and coexist with each other.

Because it provides a known and consistent set of conduct for everyone. With the laws written down, everyone has access to them and there is no excuse for breaking them. And with the laws written down, they can be applied reasonably consistently.

Because to not have a system of written laws invites anarchy and this is a situation which is antithetical to maintaining a civilization.

Because if they don't, then everyone would be able to do whatever they wanted, therefore there would much more killing, fighting, drug use... etc. It would be nothing but chaos, and that is the opposite of civilization. W/o laws there is no civilization.

No civilization can call itself thus and not be under the rule of law. Ideally, this law is placed above all men, so that all men, even the most rapacious, are subject to it.
