You can run for office in the area (state, city, county, etc) in which you reside and each area has its rules governing length of residence.

Why was Bill Clinton president of the USA and he grew up in Arkansas????

California is the ultimate melting pot state. That's why their governor grew up in Austria and the SF Cheif of Police grew up in Russia.

It's carpetbagging. It is when a rich person who grows up in one area realizes they can't get elected there so they simply move to another place just to get elected. Hillary Clinton is a prime example.
