Water is probably heavier by volume. As in a 1 cubic cm of water will weigh more than 1 cubic cm of veg. oil. That's the reason why it floats.

Water - pour both together in a glass - you will see that the veggie oil swims on top. Both don't mix and the heavier liquid will be on the bottom - water.

I assuming you are referring to specific gravity. Water = 1.00, S.G. of vegetable oil = 0.91 to 0.95.

Which is heavier = water.

Water of course... all oil floats to the top when you mix them together... that includes crude oil.

Heavy refers to weight, however oil is less dense than water, so it floats on water.
