Yes, they can. Fork trucks are rated for lifting a load positioned within a few inches of the mast. If you move the load further away from the mast, then you must reduce the total weight, or you could overbalance the counterweight on the rear of the forklift and tip it over.

Yes. A forklifts capacity is measured approx. 24" from the mast.
A load out on long forks must be less than rating due to leverage.
Also, an option like a side shift will cause a permanent derating as the weight of the sideshift is also carried where the load would be.

At work we use extended forks and it doesnt seem to have any affect on the capacity
