All elements would be nonreactive and life would not exist.

there would be no universe at all to have its elements had their outer shells filled , no planets, no air, no sun , no creatures, because the presence of all these things depends on chemical reaction. and also all elements would be similar. so we can't have been here to answer this question.

With all atoms behaving like noble elements (eg Helium), molecules would not form, so it would be a pretty quiet, boring place.

They're right. Equilibrium would be reached and no life would exist. Lone atoms floating in the void of space.
