Does slim chance mean "highly unlikely,'' while fat chance means the
same but with a sarcastic twist?

fat=dont even think about it...never gonna happen

Slim chance means, very doubtful. fat chance means you have a good chance

pretty much, slim chance means their is a slight hope, where as fat chance doesn't give you hope.
