Hmmm flirting. I guess it depends on your personality and what you feel comfortable doing. Eye contact and a smile are important. If you don't know the guy then these are things that will help him to feel more comfortable in approaching you. If you are feeling bold, then go up to someone you have noticed and introduce yourself. "Hey, my name is ___________, and I just wanted to introduce myself". This way you have opened the door for him to respond. At that point you can walk away or stay there.
If you do know the guy then I would suggest honesty and being yourself. Guys are most turned on (in my experience) by a woman who is confident and not afraid to be herself. Good luck!

Less is more. Be yourself. If you're the type who can joke around, do it, but not everybody is a flirt. Mostly, just laugh at what guys say, they like it more than they admit. Oh, and the eye-widen thing, open your eyes more than normal. This has to be subtle!

okay okay let me think here. how bout writing the guy a letter telling him all the interesting things you want to do with him. but nothing is more flirtatious than being yourself and telling the guy that you like him and would love to spend time w/him because you think that you would enjoy his company. howz that?
