You can contact the district that that woman lives in. She is supposed to notify her district is she moves into the district, gets married or has children. The trick is to get the communist district officials to give you that information.
If you're intending to marry her, then the information you seek will be revealed. That's the law. If you don't intend to marry her, then the quickest way is to give th eright official a pay off.

Make friend with someone who lives around there and asks hime to help you. Vietnamese people are usually very hepful.

you could try using a program called undercover detective. i have used this program to search for people in my family tree and used it for background checks. i have also used it to search for marriages and deaths.
