In the San Antonio, Texas area I am looking for a place that does work on repairing carburetors. (Rochester TBI)

If it is not a carburetor then what is a Rochester TBI? Where do find someone to repair the thing.

Call your local parts stores and ask the counter guys there for some area-specific advice. Call several different ones and look for a consensus.

BTW, a Rochester TBI is not a carburetor, it's a throttle body (fuel injection unit). It does look remarkably similar to a carburetor, but it has two fuel injectors instead of jets like a carburetor would.

Your vehicle doesn't have a carburetor. TBI stands for "throttle body injection"...an early form of fuel injection. These units are rebuildable, just like carburetors, and it is right there under the air filter housing...just like a carburetor.

A Rochester TBI is a throttle body injection unit - basically, it's a computer controlled device that replaces the carburetor. If it needs repair, you can just order a new set of injectors from your local car parts store and swap them in.
