Maybe they don't have enough room....But my turtles often pile on top of each other when they have plenty of room. Also, alot of people (and this may not be you at all, or it may be, I don't know) don't know alot about the care of baby turtles and think that they can keep them in a little container for a long time, and they usually die because they don't have the proper equipment. You know I have a turtle also, I got him when he was small and at the pet shop they had a tank that had a bunch of them in it, well all of them were on top of each other, up to stacks of four. My guess is that they like to be high up and also because if you have a light on the enviroment they like to be close to that, or it could just be comfortable. You may also look it up to see if it is just in their wild nature but Ithink it is because they like the llight and to be out of water and heights.

Watch turtles in the wild- they often crowd a good basking site.
However, make sure you have enough room and enough good sites!

turtles will do that, lay on each other, mine do that when they are under the heat lamp..it's normal
