Well the best choice depends on how much money he has to spend. If you have a spare copy of Windows 98SE that would be the easiest way to make his computer more functional in today's world. Unfortunately Windows 98SE is still only a short way from being obsolete as well.

A Windows 95 computer is really just a dinosaur. Windows 98 may keep the machine functional a little while longer but your friend needs to face the facts and buy a new PC.

If he is seriously low on cash (which he must be if he is still using that ancient machine) then I suggest looking at an HP/Compaq with an AMD Sempron processor. That will give him a cost effective solution in a dependable machine. Avoid Intel Celeron processors at all cost. They are the worst CPUs on the market and typically cost just as much if not more than a Sempron.

If buying a new PC is an option this looks like the best. If it isn't try to maximize the amount of memory (best performance upgrade per dollar) I have an almost smooth running XP Pro. on Pentium 200 OCed to 225 with 96MB SDRAM (My mobo supports booth EDO and SIMM, you can't find EDOany more) which runs Oracle 9i at home. HDD free space and speed will affect you more as you have lesser RAM. Typical XP install with some essential apps would take ~3GB; you need 512MB for page file and still have enough free space for your apps and work files. Try to keep the page file in a separate partition of its own with a constant size (min&max both set to 512); preferably to the first partition (thus you install XP to the second partition) as first part. is the fastest. Defrag the second part frequently. That's how you revive frankenputer.

He may have to upgrade. New mobo, processor, and more memory. Then move into Win XP or Vista. Win 95 will no longer be supported by our friends at Microsoft.

Linuxiac hit the target dead center. Either PCLINUX of Puppy linux will make him VERY happy.
