If they both have the same set of pairs, whoever can make the highest ranking hand with their hole card wins.
Example: They both have two jacks and two nines. Player one's highest remaining card is a queen. Player two's highest remaining card is a four. Player one wins.

I'm taking this to mean that there are two pair on the board, and neither player has a card that gives them a better hand than those two pair (such as a full house or a higher pair). If this is the case, the player holding the higher "kicker" (odd card) wins. If both players tie for high card, or neither player can beat the odd board card, they split the pot.

The higher two pair would win out. For example if the board was k-q-a-4-3 and you had a-4 and your opponent had k-q then the a-4 would win with aces and fours beating kings and queens, the highest first pair always wins. Also if the board was a-a-k-k-q and you had j-j and your opponent had 2-3 then it would be a split pot because the board would play because you both have aces and kings with a queen kicker. And if you had a board like a-a-k-k-2 and you had j-j and your opponent had q-4 then your opponent would win because you got counterfeited by the board, you would have aces and kings with a jack kicker and he would have aces and kings with a queen kicker.

In texas holdem you make your hand with 5 best cards of 7 cards. Your dealt cards(hole cards) and the community cards (board cards). If you both have the same two pairs th eone who has the highest kicker (5th card) wins if the hiest kicker is on the table then you splet the pot.
