How can you extablish a residency in South Carolina?

I plan to go to college at the University of South Carolina, and I want to know how to establish residency so I can save on tuition and fees.

living there at least a year before you sign to college there or if you know some realtive there they might be able to do that for you

You need to have a place to live there, pay utility bills there, register to vote there, and maybe promise to live thereafter graduation (I know that University of Pittsburgh requires that vow but am not sure about that last one for USC).
