Superman was originally supposed to have been a Green Lantern. The Guardian's computers had predicted that there would be a child born on Krypton that was fearless and would become the greatest Green Lantern ever. When they found that Krypton was unstable and about to blow up, they sent Tomar-re (in whose space sector Krypton was) to stabilize the planet. Due to being blinded by a yellow solar flare, Tomar-Re was unable to complete his mission, and Krypton exploded. This was all reviewed years later, when Tomar-Re was about to retire from the Corps. However, due the an unprecedented factor which the Guardians were unable to forecast, Kryptonians had never traveled in space before. The child of Jor-El and Lara gained super powers on Earth and did not need a Power Ring. Instead of becoming a Green Lantern, Kal-El became the greatest hero in the universe-- Superman. Tomar-Re's mission was not a complete failure after all. He was allowed to retire with honors!
Go to the site glcorps.org. There are all the histories of all the Green lanterns, plus a lot of excellent fan fiction. There is a story there where Batman had to take the ring from a Green Lantern who fell in the course of duty!

If you stick with the original premise of the ring being given to someone with no fear, then my thought would be Deadshot. He's kind of more super villain than superhero though. If you stick with a superhero, the James Corrigan Spectre would be my choice.
Now if I'm remembering wrong and it's the most brave / courageous instead of no fear, than Batman would be a good candidate. Or maybe the Question.
If you want to go with anybody, I would probably pick Green Arrow or Black Canary. Both of them would prove to be interesting in their use of how they use the ring and what level of crime they fight. Would they start looking at more global issues or continue to focus on smaller crimes?
For that matter, the Question would be an interesting person to receive the ring. He's been more involved with finding answers and the truth than to fighting real crime. What would he do if given the ability to truly be a powerforce?

The Justice League cartoons were completely off. First of all, there were more members. Secondly, several of the characters on the show were the younger versions of the original people. They just had to add him because they needed "diversity". Just like they added Hawkgirl as opposed to Hawkman. Alan Scott was the original Green Lantern, but Hal Jordan is the one that most comic book fans like the most and remember the most. @Brian: I agree with what you said. They probably will make a John Stewart movie due to the popularity of the show. Unfortunately, he's one of the ones that me and several other people aren't really fond of.
