This is inferior or equal.

This symbol is the mix between "<" and "=" (i.e. take the lower bar of "=" and put it below the "<")

Examples
3 lower or equal 4 is true (in fact it is lower)
3 lower or equal 3 is true (in fact it is equal)
3 lower or equal 2 is false (3 is larger than 2)

"Lower or equal" has EXACTLY the same meaning as "NOT larger"

The brother symbol combination of ">" and "=" (i.e. ">" with a bar below) also exists and means "larger or equal"

Less than OR equal to. Like 3 is less than or equal to 5... or 3 is less than or equal to 3... and so on.

It means both... don't worry about which one it is... you'll use it in the future on a few occasions.
