I add about a cup to my bath water, just for the skin softening benefits alone. I know this is NOT related to softening the water and is just a benefit of the vinegar on skin alone.
I know vinegar removes hard water build up of mineral deposits, so in theory, wouldnt it soften water as well?

Hard water is simply water with a lot of minerals, mainly calcium carbonate (chalk or limestone) in it. Soft water is water without those minerals. The vinegar turns the calcium carbonate into carbon dioxide and calcium something or other. So, yes, you are right.

Baking soda will soften hard water.

Just do not use baking soda when washing your hair. It will strip ALL the oils, and leave your hair excessively dry.

No there is basic or soap side and the acid side and acid is the ops it of soap and when balanced mixed to a ph 7 it is a salt.
