I think its because it isent considered that scary and it dosent have any blood sceans in it. Plus, they catch the guys sooooo easily, so thats why its considered PG-13.

"intense terror" I haven't seen before... "violence" could be either a fight or a bloody fight, I'm not sure... "some language" is the s-word, and stuff like that, but no F-word or worse.
Those are categories that the MPAA uses to rate movies. They always follow the rating. If you see a rating, look underneath it, for the categories it lists.
