NASA's problem starts with a lack of support. We should have a greater vision, not one that curtails scientific development and exploration. We should proceed immediately with another manned mission to the moon, and find some brave souls who might be willing to venture further. Space is a necessity, and worth the money.
Should we have told Columbus his journeys were too expensive and unproductive?
We must also consider the spin off technologies that are created when we seek such endeavors.
NASA needs more support, not less.

Hell no! NASA is cool! Do away with the IRS, Dept of Energy, Dept of Commerce, the national endowment for the arts, PBS and NPR, throw in the Dept of Interior, Dept of Education and HUD! Those beaurocracies do nothing but employ the people who work there!
