what time do i plant pansy seeds can i sow them outdoors or must i start them inside?

I would plant them just now in September, let them start up and when it starts to get really cold 32* mulch them in until March and then slowly as it warms pull off the mulch and you will have pansies for spring. Oh, yeah, I am talking about outside, SORRY!

always plant them at sunup when the birds are busy chasing worms

outside in July or august !!!!but even now it is a good moment!
