because fares are based on the popularity of the destination and more people want to go to florida than wisconsin.

Airfares are an extremely complicated business model, incorporating such things as total demand, price elasticity of demand, and variable costs. It seems likely that there is much less demand for people from Toronto to fly to Wisconsin than to fly to Florida (which should result in a higher price), but people are probably much less willing to pay a high fare for a flight to Florida. There is also the possibility that there exists some exogenous factor like a state tax on airlines or jet fuel in Wisconsin that could end up making that trip cost so much more.

The same reason that it cost us more to fly from Seattle to Detroit than it cost us to fly from Seattle to Chicago with a layover in Detroit.

It's all about market values. The more popular the market, the cheaper the price. Simple supply and demand economics.

I don't know, perhaps supply and demand ... though I did check for random dates in September on pointandtravel and orbitz ... and from Toronto (YYZ) to Milwaukee and Madison it ranges from $175 to $350 ...

There are more flights going to florida, so they don't have trouble packing the flights
