The quote doesn't sound to be too much especially because he is developing an e-commerce site for you. But what I would do is get some more quotes so that you have something to compare. We can't give you a firm answer because we don't know the scope of your project. Getting another quote could help you guage both offers.
Just a few notes --
Make sure you like things in this designer's portfolio and get references to make sure they deliver in a timely manner.
Make sure you're very clear in your directions to the designer and speak up if you're not comfortable with something. You're paying for this site and you should love it when it is done.
Build extra time in your deadline for little problems that will rise up. When launching a website things always go wrong in the end and need some tweaking -- expect to add a few days onto your deadline.
If you need help finding other designers, check out www.craigslist.org. If you post a free listing for one-- you will get quite a few online portfolio's to check out that you can select from.

The best hosting is around 240 cnd a year plus bandwidth over a gig a month........that would have an estore built in which you could edit from your control panel on the hosts server very easy to work and keep your estore up to date.
2700 for creative seems like alot for 7 pages but what services will they have to provide? I assume they will do graphics will they have to do photos of your products or alot artwork or write content? If you have to do all the writing and supply the photos it seems like a high price unless your graphics require alot of artwork.

I would get other offers from other companies and compare. I went to a luncheon by ShopsOnline and they were quoting $2700 for setup (free if you signed up at their all day seminar).

Yes, this is WAAAAAAAAAAYY too much, when you could go to www.sitesled.com for free, it allows all HTML, JAVA, Flash, ect. and it's only like $100 for extra space! Unless you're using like 5GB servers, you should go here!
