Yes there is, it has not been released yet. His family is pushing for discovery to air the footage on Animal Planet and they are looking into other options. Do not expect to see it for some time though, currently Discovery is refusing and the family needs time to cope. It was always Steve Irwin's wish to have his death filmed if he was killed by a wild animal and have the footage shown.
His wife has already made very public statements that the footage WILL be shown in some form on some venue because it was Steve's wish and he gave very specific instructions in the event he was killed by a wild animal; the footage should keep rolling and it should be shown to the public.
"According to CBS2 News (LA), the tape of his death, including the portion where he is pulling the stingray’s barb out of his chest, may be released on TV “if the family gets his way” which is requesting such with the belief that Irwin would never have wanted his cameras to be censored."

Yes there is an actual video that was shot of the attack. However its up to his wife and family to release the video. No one has seen it yet but the family and the autopsy person. It hasn't been publicly released yet and I don't think a video quite like this will be released. If it does come to be released it will probably be in the next decade.

in an interview some time back steve was quoted as saying his death would probably be caught on film
discovery channel has already said it will never show it
