First: The rule would be vetoed by a member of the Security Council, because making politicians fight in a war is down right dangerous (at least for them).
Second: President George Washington, Eisenhower, and George Bush Senior (just to name a few) did fight in wars for our country; as did Fidel Castro did for Cuba and many other great leaders did for their countries.
The president is the Commander in Chief, all decisions made by the military are his responsibility, and many politicians have thrived or died on how they run their wars. When a leader of a nation brings it to war, they are staking their political life on the outcome. If they lose that war then they will lose their office. They may not be out on the battlefield holding a rifle, but then neither are the generals, and most of the people in the military. The president is responsible for the war they commit their nations to and no matter what the outcome George Bush Junior will be seen poorly in history because of the two wars he started and failed to win (yes, I said two wars, don't forget Afghanistan).
The invention of the machine gun was supposed to stop all wars, because only a mad man would charge one. I guess we got a whole lot of mad men in the world, even good God-fearing Christians. WWI was billed as the "War to end all Wars." It didn't settle things and many historians say that WWII was just a continuation of WWI. The next major war could very easily be fought in the Middle East after Iran gives nuclear bombs to Hezbollah to use on Israel. This is just the continuation of a problem that arose in WWII. The invention of the Atomic Bomb was supposed to end all major wars, but Desert Storm was a world war by any stretch of the imagination. Even Japan wanted to support the US lead collation and the Japanese Constitution prevents any Japanese troops from operating in any other country except Japan. They would have to revise their Constitution to even provide support in another nation.
We will have wars until men and women stop hating each other. They can do this by learning to cooperate, or they can do this by killing each other off. The choice is up to you dear reader.
