The people or the birds? I'll assume the birds. Place a cap on your chimney after cleaning it. As far as cleaning it goes a proffesional Chimney sweep is the best and safest way. They can inspect the lining for any carbon monoxide leaks as well as do a faster and neater job. It can be a very messy afair. If you must do it yourself you can purchase the necessary brushes and extention at your local home center or the old fashioned was of using a burlap bag with a couple of bricks inside tied to a rope and dropped down the chimney several times. Hire a chimney sweep (the human variety) to clean out the chimney, then install a spark grating around the chimney. This is a large guage screen that will allow the smoke to freely pass, but won't let anything smaller than a bee to enter.

Are you serious? Chimney sweeps refer to the guy who comes to your house to inspect and clean your chimney. If you have a wood-burning fireplace, you should call and have one come out annually. It typically costs me around $75 for a full inspection - a small price to pay.
