That's a pretty vague description. It could be, like so many other people answered, Blur's Song 2. That song starts with a clean guitar and then it turns into a hard-rock, almost punk song, with soft verses and a loud chorus where he says woo hoo after each line.

It could also be "Diamonds And Guns" by The Transplants. This song is featured in the background of the Garnier-Fructise shampoo commercial (which I find humorous because they talk about smoking heroin in the song).

Or it could be "Sympathy For The Devil" by The Rolling Stones, where they sing woo hoo over and over again.

Or it could be another Transplants song, "California Babylon," where they sample the woo-hoos from The Rolling Stones' "Sympathy For The Devil."
