to me, it's as simple as bin Laden... and Clinton also failed America in this area... so, both bare some responsibility...
but, to the question... on Bush's watch specifically
3,000 died in a domestic attack coordinated by a group headed by bin Laden... since then we have directed a small percentage of our forces to find him (20,000 troops to the whole country, which many of those troops aren't even looking for him, as they are stabilizing the country)... while we send 100,000 troops to Iraq to find someone that had nothing (according to the evidence) to do with 9-11...
I think we should focus on the immediate threats (those that have proved that they can hit us), before we worry about everyone else...

No Child Left Behind.
It's not working! Not only are the politicians and policies leaving the children behind...but they are leaving the parents behind as well!! (Every time we send an American job overseas, we lose a job here, which in turn reduces taxes collected to fund the programs the government establishes.) With regard to the NCLB bill, it was designed to establish better accountability, funding, state assessments etc. throughout the country. Not only has this not been done in the state of NY, but also the track record of NCLB is null...there isn't one. Have you seen the literacy rate in the state of FL? Isn't that Jeb Bush's state? I could write a book on this topic since I volunteer many hours within our local public school system. The funding isn't available, the accountability isn't there, and there are NO checks and balances for this program. It is a great idea, and could have promise if it were properly implemented and funded; but that has yet to happen.

You cannot complain about Bush alone, because he does so little directly that he actually has responsibility for.
Therefore, let us complain about the fact that his administration tried to instate democracy in an underdeveloped country, Iraq. It is a complete failure. You need wide angle communication, public political knowledge, and something to monitor corruption in the mean time. We basically took out the only thing in their country that monitored internal corruption, Saddam's regime, then crossed our fingers hoping democracy would bloom.
This was a very grave mistake that could have been avoided if we looked at history as an example.
But as for me, I like Bush. He seems like a nice guy. I'm glad that he has been able to sustain his character after the huge amount of negative feedback he has received.

The federal budget was, by 2000, fully balanced. George Bush took office in 2001 with a promise to give enormous rebates to people (the wealthier you were, the more money you expected to get back). He kept this campaign promise (essentially telling people to "ask not what you can do for your country, but what your country can do for you" - morgage itself). Now the federal budget is totally unbalanced - totalling of hundreds of billions of dollars every year - and the national debt is far over $7.8 trillion, an increase of over $2 trillion just since the current president took office. This is far the fastest and most extreme imbalancing of the federal budget in the history of this country. (But I am not so stupid as to think that the supporter of the current executive will alter his or her views as a result of any of this. Politics is a team sport.)
