Where I live we have the Rentalsman Office. Look in your phonebook in the Provincial Government section.

call one of the government access centres,(each province has one) and ask for a # for the rentalsman. They should be able to help you or at least point you in the right direction.

call property standards you will find the number in the blue pages... they will set up an appointment to view the apartment... make sure you have documentation of what has been asked and done....

don't know your law in Toronto but here in UK you would have several municipal offices to complain
