i have tried many things like alcohol, goo gone, bug and tar remover, razor blade....none of them work well and take alot of elbow grease, is there something better?

WD-40. won't harm the paint. Spray it on. enable it to soak for a minimum of 10 minutes. Scrape with some thing mushy like your fingernail. Reapply the WD-40 as mandatory.
