as i see it, only two options:
1) type all the answers into a Word document, print it out, lay it over the form and hold it up to the light. keep adjusting until the answers fit perfectly, then put the form into your printer.
2) get a typewriter.

If it is a PDF file (you need adobe reader to view it).
Then follow these steps..
Download a PDF Creator/converter and install it
http://www.pdfforge.org/products/pdfcreator/
( you might need ghostscript 8.51 for windows, download it and install it its about 10 megs).
Then download FillOutAForm 2.7 (just unzip it)
Now use fillout a form to open the desired PDF file "convert PDF to BMP"
then choose the form.bmp file to open it.
then move around the file to the desired area to type the txt.. Select the size and font ..
Then right click where you want to enter your information.type it and press enter..
Once you are done go to file then PRINT.. and select your PDF converter as the printer.
and SAve it anywhere you need it.
If for any reason the form you have, consists of more than one page,,
Get PDFill PDF Tools free.. and use the pdf merge option and put together your form..

Or even easier download the whole adobe acrobat suite for free and use the trial mode to fill your form.

I agree with Riloh - I use Word and pre-printed forms all of the time.
Start out just eyeballing the first line and print anything just to see if you can line it up. One you get the first line - it's not that hard to do the rest.

You won't be able to use the computer. You'll have to use a typewriter, which you can use at a library. Call your local libraries and local college libraries to find out if they have any for use.

See if you can't get an electronic version of the form...otherwise you may have to find someone and borrow their typewriter!

It's easier to do if you use a typewriter, then you can physically put the words where you want them. However, don't make a mistake!
