This is actually condidered to be an urban legend and happens in a lot of places by word of mouth. I moved from Austin TX where there isn't a lot of crime or gang activity to Phoenix AZ where just earlier this year, the "light flashing other vehicles" was put on the news, and there were interviews with people witnessing it happening. I always thought it was bs until i moved here and it happened a few times in the matter of a month. The news was telling people not to flash cars without there lights on. The reason this works is because people usually flash there lights to let you know your's aren't on, there's a cop hiding ahead, so and so forht. Also, road rage is a really big deal out here and people shoot and kill other people who cut them off in traffic. Seriously!Go to www.azcentral.com to look up some of the news reports.

Yes the point that Wendy just raised is true ..... the idea is that the 'gang members' would go out without turning on their own headlights and they would drive a certain area per night - they would agree that the third car to flash them would be the appointed 'target' that night - they would then proceed to give chase to the target car and run it off the road or shoot the occupants of the car ..... this would give the initiatee' points within the gang (supposedly)...... Actress Linda Carter (Wonderwoman) said that her cousin was killed in this way 8 years ago.

It is true. There is a gang here in Calif, somewhere in Central Calif to be exact. The urban myth is based on an actual new article. There were five "drive bys" that resulted in 3 fatalities. There hasn't been any others for a while now.

Urban myth.
I was always given to understand that flashing your headlights is a sign to other drivers of:
1: reminder to turn their headlights on
2: cops ahead / behind
3: Sometimes a greeting to acknowledge another driver you know.

False--I saw a t.v. special that investigated whether this was an urban legend or not. Apparently there was one incident, and I'm not sure it even included gang initiation.

It used to be an urban legend....but so many people circulated that damn story that the gangs heard about it and thoguht it was a damn good idea! Especially when people were saying it wasn't true!! DAMN ALL OF YOU EMAIL-HO'S......see what the internet has done ! Hmmmm, any other questions?!
