It's had lots of different definitions over time (the history of the phrase is actually kinda interesting) but the current popular definition is the second full moon of a month. This definition, by the way, came into use as the result of a mistake made by an astronomy magazine.

i agree... two full moons in the same month... since there are 28 days between full moons it is rare they happen in the same month... hence the 'once in a blue moon' means rare
