I'm aware that there are casinos everywhere now. I am aware that the Government are backing more and more casinos to be opened in the UK. but that doesn't make me want to go there to gamble. Bookies can say what they want, those who are gullible can do what they want with their money.
So you can lead a horse to water, but you can't make him drink... the gambler is to blame for their addiction. cigarette companies don't put cigarettes in your mouth, and gun merchants don't make you shoot people in the street.
Whoever pulls the trigger, sucks on the Marlboro or gambles his rent away are in control of their actions, whether they think they can help it or not. They have the choice and blaming external influences is another excuse for not taking responsibility for their own actions.

It is actually all the three ..But still the most to be blamed is The gambler who can't control his addiction - you don't have the control over the circumstances you are in , but you definitely are in control of how should you react in those circumstances . If you know there is **** ahead & you still want to step on it , then you can't blame the person who did that **** there .

I don't think the Government actually encourages it; take advantage maybe....
In essence it's down the the gambler - everybody else responds t the flow of money.
Once it becomes an addiction however, it becomes more a social problem and responsibility.

the gambler. i run a betting shop and we do everything we can to help. if i don't display GAMCARE leaflets (gamblers amonomus) i can be find by the goverment. if i don't inforce our self barring policy (a punter can ban his or herself for 6 months) i will be sacked from my job. i regularly evaluate my customers and pay regular attention to those i feel my have a problem. i'm not alowed to encourage them to self bar themselves but i try to make them aware that the option is there if they want it.
surprisingy they don't give a toss until there in real financial trouble and then they try to blame me claiming that i only care about my bonus. truth is my bonus is about £500 a year on a good year, i'd rather have people enjoy themselves than get a bonus, £500 is f*ck all.
the people to blame are the punters themselves, they have blind faith in there ability to win themselves out of trouble even though there "knowledge" comes from sky sports news and the racing post? if you want to bet, bet on what you know not what you think you know.
in the years i've been doing this job, i've seen some people with horrific gambling problems (one guy had to sell his chain of garages to solve his porblems, it was worth over half a million pounds, another guy did 5 years for money laundering for the triads), they've had no more encouragment to bet than the bloke who comes in on saturday morning and has a quid on the football coupon! they have put themselves in that possition and until they accept that it will only get worse for them.

The gamblers. They're the ones who actually make the choice to gamble, the government and the casinos and so on only provide the means.

The gambler. If they have a problem, get help. If they refuse, that is their problem. In the US, bookies are illegal, so the gambler should report them.

The gambler. Everyone is responsible for themselves and their own actions. No exceptions. Todays society is all the time trying to point the blame at everyone else and not look at themselves. It is called personal responsiblity.

The gambler.
Anything can be an addiction...internet, food, shoes, sex, paper clips, stamps, video games, pets, cosmetic surgery, etc.
It's all up to the individual.
