This is an impossible question to answer in part because intelligence relates to ability to cope with the time and place in which the person is situated. There is also a long-standing debate in psychology as to the nature of intelligence and if people vary on one dimension of general intelligence, 'g', or whether there are different sorts of inteeeligence, e.g. emotional intelligence, intellectual ability.
One historical figure who was a very clever man was Liebnitz who was a civil servant in the Court of the Elector of Hanover, who was a leading philosopher (e,g. author of the Monadology) and also a leading mathematician (he and Newton dispute invention of the calculus).
Aristotle was probably pretty bright too: he wrote works in many areas of philosophy that are still essential reading today (notably the "Ethics") as well as works on poltical theory, law ("The Constitution of Athens") and Rhetoric. The Greek King Phillip of Macedon employed Aristotle as tutor to his son. As the prince concerned was Alexander the Great, who conquered the then known world, you may take it that Aristotle did a pretty good job.
