I have attended my college for about a year and a half. And, I noticed that the college has a regulation that they put on the syllabus regarding using cell phones at class. Almost every syllabus says turn it off or put it on vibrate. However, whenever, I'm in class, I usually hear a cell phone go off. And, it is rarely on vibrate. The professors at my college rarely says anything about it.
Also, I have been noticing in one of my classes this semester, some students are playing with their cell phones or using text messaging during class. I always turn mine off during class because I feel it is proper etiquite to do so. I feel it is totally unacceptable to use your cell phone during class or even have it on unless it is an emergency. I was wondering if any colleges or Universities have stricter regulations on the useage of cell phones during classes?

Following the practice of "Look for issues that are important enough to fight for and issues easy enough to win."
My students notice that I have taken cell phones and have turned them into the office, doing it once or twice at the start of the semester, doing it calmly without showing anger, students get the hint.

Not really! The same thing happens at my school. There is one exception in my reading class the teacher told a student to turn his cell phone off b/c he was talking on it at the beginning of class but in the 2 years I've been attending that's about it. I think it is rude to have a phone ring or to be playing with it, it is destracting and gets o my nerves. I think that if they want to be on the phone instead of paying attention they shouldn't even be in class.

I agree with you. Its bad ettiquite/manners and not to mention extremely rude. Its also distracting to other students and the professor. I had one professor go as far to deduct points each time a cell rang in class unless she was told at the begining of class that a student was expecting an important/urgent phone call.

I've had professors take away cell phones from other students, but I know some professors who just try to ignore it/make a joke about it. I don't think there was a policy in my University, but I think having your cell go off is really rude.

In my university we get thrown out though there's no policy about it. It's public humilliation especially in the lecture halls coz it's like 800 pairs of eyes staring back at you. so everybody's got their phone on silent/vibrating mode, no problems there.

However another problem has cropped up. You see, inside each lecture hall is a phone fixed to the wall for the lecturer to use. so if you don't like the lecturer you just have to whipped out your mobile phone and buzz that lecture hall phone. students keep doing that and it pisses the lecturers off.

mine says the same on the syllabus. People do what they want though. When one goes off it doesn't bother me to much.
