The boy friend is in a non moving frame fo reference(time is supposed to dilate when you move at rlativitic speed?) how does his wating time appear=normal or dilated?

The is a clearly where Eintstein's theory breaks down. While the boyfriend is in a non-moving reference frame, his time is still HEAVILY dilated. This is due to the high boredom coefficient in the space-time surrounding the boyfriend. This depresses the time dimension, while leaving the spacial dimensions unchanged.

The boredom coefficient is a combination of a couple factors: B = 2*Pi*L*M/(A*H)
where
L=length of time you've been dating her
M=the total ammount of makeup and clothes she owns
H=how hot the girl is
A=amount of alcohol you have consumed

Note that drinking a beer is the same as her being hotter, which makes time pass quicker. Wierd....

though the boy friend is non-moving, the woman will be moving at lightening speed from clothes to makeup to changing her mind which will dilate the time for the boy friend.

If you engage in surprise butt sex everytime she is slow in getting ready, then I imagine she would have a reason to move a little faster. :)
