What is the best and fastest ground cover for a deeply eroded 6ft high 30 ft long bank in the Seattle area?

I would be tempted to Hydro Seed the whole bank but also plant something like St Johns Wort which is an everygreen fast spreading ground cover. One plant per 2 square feet. As the ground cover grows it will choke out the grass but in the meantime, the new roots of the grass will grab and help hold the soil.

check with a your town hall some ground covers are invacive and are on the " do not plant list " so cover your butt before you plant you could get a heffty fine
