The classic outdoor rainy day activity is the Rain Walk. This is a wet version of the Nature Walk, where you can observe the effects of a rainstorm. What types of animals come out in the rain? What animals are hiding out? What happens to trees in the rain? What happens to dirt? Variations of the Rain Walk include the Puddle Stomp, the Plant Walk, the Rain Ride and the Science Walk.
The Puddle Stomp is a messy version of the Rain Walk. The basic premise is that if you are going to get wet you may as well get soaked. So don't hold back! Jump right into those puddles! Squish through that mud! You might take guesses prior to the Stomp as to how long it will take to entirely soaked (with prizes for the winner).
This is the day where you take the paper boats made on a previous rainy day and race them down the overflowing gutters. The race is better on a Puddle Stomp day because no one (ie Mom or Dad) is being too precious about getting wet or getting dirty. This is also the ideal time for a water fight (may as well -- you're already wet).
The Plant Walk is for the child with a tender heart for our leafy friends. After all, if people enjoy taking a walk for "fresh air," wouldn't houseplants want to get out for a little "fresh water?" What better time to do that than during the sprinkles of a light rainstorm?
And while your little fern is soaking up the sprinkles you can take this opportunity to chat about his outdoor friends (you may need to read up in preparation for this event). This is particularly enjoyable for children with vivid imaginations (be sure to invite all of his or her imaginary friends to join you).
The Rain Ride is for days when you want to enjoy the rain, but, darn it all, you don't want to get wet. One handy piece of equipment for this is a moon roof (when your sun roof pulls back to reveal a window rather than open sky). Regular windows can serve the same purpose but aren't quite as cool (as all those moon-roof-owners out there can attest to).
Another thing you can do on a Rain Ride is explore the larger area around you -- there is something very neat about watching rain rippling all over the Bay or watching the rain in your neighborhood from a higher vantage point. This variation is most effective with kids of the attention-to-detail variety. The Rain Ride rides the fine line between fascinating-new-view-of-my-world and do-we-have-to-do-this-lame-car-thing-again. Judge your child's attention level and choose accordingly.
The Science Walk has the potential of being another messy one. This is for the child (or parent) with a scientific eye toward the Great Outdoors. Beyond the highly scientific question of "How long to totally soaked?" from the Puddle Stomp, the Science Walk asks you to interact with the rain in a what/when/why sort of way. You could bring a container out with you and see how long it takes to be filled. Of course you really ought to mark your guesses on the side as to how full it will be at 10 minutes, 20 minutes etc.

I usually paint on rainy days it makes the time go quicker..and there's nothing like finishing a painting..a sense of achievement...be creative..

Outside - go running in the rain
Inside - Bake cookies (chocolate chip are the best of course!), play games, watch old movies, pretend you're a kid and color or do arts and crafts
