Unless those 4 babies that are all born at the exact same minute are all located in the exact same hospital, they would not all have the same exact horoscope. If you needed to, the horoscope could be brought down to the second. It is extremely rare for anyone to be born at the exact same time, exact same second in the exact same place. Each person's life is their own and their's to choose what to do with it.
Even if all people had the same horoscope - no one would implement their life the same. Horoscope is a map to how your life can be - it is not always how your life is.

In Asia they factor in the precise location of birth as well as the parent's time/birth location data.
My wife is Korean and my sons were born in Korea. Cost my $50 each (!) to have their fortunes read and they wanted all kinds of crazy info. Oddly enough, the predictions turned fairly accurate...
