I can tell you it is not Vodou. I have seen something similar in Santeria and Hoodoo. The urine is used to repel someone. It would seen to me that the person that made it does not want the person named on the paper around them. I say put the jar back where it was and leave it alone. It sounds like a variation on a Witch Bottle Hex. Traditionally, Hex Bottles were filled with sharp objects with the targets name on a piece of paper and then filled with the persons own urine. It is used as a curse.
