Tell er' to eat lots and lots a dem BIG MACS to get in 'SHAPE'...then she can go on an audition.

she has to be tall (5'7 - 6'2 i believe) and still have a figure.. like that hourglass shape, only bigger. she cant be too big i think most plus sized models are size 14 - 16 (some people argue that these models are not truly plus sized). she has to have a pretty and symmetrical face with good skin.

Tell her she has to actually be plus size and not imagining it.

If she is, most modeling agencies actually have trouble finding plus size models so she should put on her confidence and go for it.

The same way as other models do. Go to the agencies with a portfolio. Understand there is as much if not more competition in this field and much less work.

There are lots of scam artists out there. I know I worked for some of them! So be careful! I use to work in the modeling/talent industry as a Booker, and my daughter is currently acting.
I don't know where you are living, but you could check out www.fordmodels.com They are extremely reputable. They will most likely have your friend send them some photographs of herself and decide if they would like to meet her from there.
There will be some costs involved to have some good quality photos taken for your friends portfolio, but any good legitimate agency will send you to a photographer- you will not pay them directly for any lessons, photos or anything else. They make their money as a commission from the work the model does. Usually 10-15%
I recently paid $115 for one roll of film with 4X6 prints for head-shots for my daughter. From there I had to pay to have 8X10's printed which cost me $125.

Probably the same way you become a model of any type. You'd likely have to move to a large city and find an agency to represent you. *shrug*

Eat a lot, get fat, then contact some modeling agencies who could steer(no pun intended) you in the right direction
