As a native Baltimoron, I can't honestly say. If you check the graduation rates in Balto. City, you can understand why they changed the old slogan, " The City That Reads".

because the people & area was charming 2 visitors. once former mayor william donald schaefer he made it a point 2 make the inner harbor area a tourist attrqaction. ethnic festivals r held there, block parties, paddle boats 2 use in the harbor. oh & our ocean city, md. institution PHILLIPS CRAB HOUSE put a restaurant there. oh yum. if u haven't seen the inner harbor yet, check it out. that mayor did a fantastic job. very friendly city. maybe check out LITTLE ITALY 2 ENJOY SOME real ITALIAN FOOD.
