A pH of 7 is neutral.

Any value greater than 7 is alkaline ("basic") and any value less than 7 is acidic.
The pH scale is continuous, it is certainly possible to have a pH of 6.5 or 7.1 or 6.999995, it does not necessarily need to be whole number digits to be acidic or alkaline.

pH is calculated as the negative logarithm of the molar concentration of Hydronium ions (H+ or H3O+) in aqueous solution,
pH = -log ([H+])
When the pH < 7, there are more H+ ions in solution than OH- ions. When pH > 7, there is an excess of OH- to H+ in solution.

Water will naturally break up to a degree into H+ and OH- ions,
H2O (l) --> H+ (aq) + OH- (aq)
but in a neutral solution, there are equal numbers of both H+ and OH- ions, so it all balances. Solutions become acidic when something upsets this balance for whatever reason.

Depends on the temperature. For 25 C it is 7.

At different temperatures the equilibrium constant for the self dissociation of water (Kw) changes.
Neutrality is at pH=0.5pKw where pKw=-logKw
At 25 C Kw=10^-14, pKw=14 and neutrality at pH=0.5*14= 7

7.0 is neutral. Higher is increasingly alkaline, lower is increasing acidic. Its possible to have a negative pH, and a pH greater than 14.

7 is considered neutral on the pH scale, but when you start messing with stuff it gets more complex. Like water is considered to be anywhere from 7.2 to 7.8.
