if a country has no government they wouldnt have any leaders or military

That depends on the people..... If the people are all loving, kind, giving and sharing then they don't need a government because they self govern... If the people are human then they fight about barking dogs, fences, religions, nonreligion and everything else.. Then government has to be forced on them. That government can be a King/Queen, Dictator, Democracy, Republic, or a mix there of. Each has good points and bad.. The type and the level of control that each form of government must enforce depends on the people and how they act..... Just like my kids when they act bad I must bring government to them when they are loving and kind the more fun and freedom we are able to have.

You would gather the town, city, or village leaders together and attempt to make a democracy by having elections for the leader and his/her support staff. You would have to tax the people so the taxes would pay for the leadership.

Democratic Elections, All citizens pay 3% tax on everything that they own, No Exclusions, No Acceptions. . All Elected are Public Servants, no pay. All revenues from tax build houses, pay doctors, police, etc.etc.etc.
