Why is this and will it stop being monotone by the time my teen years are over?

You are still changing so I wouldn't worry that much.

If you still have a monotone voice as you get into your twenties voice lessons can probably fix it as well.

Yeah, that can be a normal side effect. It also has a little to do with your talking personality, but at your age its mostly due to voice change. You should be talking regular, but in a much deeper voice in a few years.
