Is it some kind of moisturizer or something?

toner is meant to be used after cleansing ur skin. it removes any residual dirt or makeup, minimises the pores and refreshes ur skin. alcohol based toners are known as astringents and are advisable to use if one has oily skin. most herbal toners contain natural ingredients like tea tree oil or rose water or neem extract etc which are anti bacterial also. moisturising follows toning. this completes ur daily skin care regime (cleansing, toning and moisturising). if followed twice a day daily it will improve ur skin tone and give u a healthy skin

Their are different types of toner first of all. Is this for skin or hair? Toner for hair balances out red/orange tones. Toner for skin balances out ph levels (makes skin less oily, breaks down blackheads, without the dryness) A good skin toner is simply "Witch Hazel". We used it in salons after a customers facial massage to remove excess moisturizers and clear the pores. It is inexpensive ($2-3) and can be found at almost any drug store.

A toner will remove any traces that are still left behind after cleansing the skin and it helps prep the skin for moisturizing.

Most of them are used to get rid of oil (astringents). There are a couple that have moisturizing effects for those with dry/delicate skin.

It restores the PH balance of your skin after you was it can disturb the ph balance. This just puts it back to where it should be and prevents bacteria from intering your skin.

It is smell pretty rubbing alcohol, it cleans the pores. It is not as drying as rubbing alcohol.
