I want to write a letter of sympathy to a member of the church who's mother died. They are in another state and we want to express or condolences by faxing them a letter.

Tell her,
I am very sorry to hear about the passing of your mother, I would like to express my deepest sympathy.
I am sure this is one of the hardest things you have ever had to face, draw your strength from Jesus, and he will see you through. Thank God she left you memories that will keep you crying, smiling, and think of what she would want you to do. That is something that will keep you going, and make her proud of you. I am here for you, if ever you need me,
Love

I think that it is totally appropriate for a church to send a letter of condolence to any church member. It means alot to the family of the deceased even if they are not saved.
