if ur a girl u can cut the length of your tee till it shows your beely button when you sligtly lift your hands up
u can have an inner stitch to reduce the width of your tee

Cut the top to make it fall down off one shoulder. Wear a cami underneath.
Then pair it with a wide belt around the waist, skinny jeans or leggings and you're good to go.

If it's just too big in the width, just run a seam down one or both sides. If it's too long, hem it. Anything else I would not attempt because I'm not a professional.

how about using a nice, flower accessory (think a brooch) or a big safety pin to gather at the side of the t-shirt.
this helps to give a shape.
