I see you're getting lots of answers about ebay customer complaints, etc. . . . which has little if anything to do with whether Paypal itself if fraudproof! The actual paypal operations seem pretty fraudproof to me and I've been using it to buy and sell on ebay . . . and occasionally for other purposes . . . for 3 years. The only problem are the LOADS of fraudulent emails you get -- both on bulk and regular email -- PRETENDING to be from Paypal. They'll say your account has been entered by an unauthorized person, you've paid for some purchase that you know nothing about, your paypal information needs updating, etc., etc., etc. -- all with the goal of tricking you into giving out classified information about your paypal account -- that can lead to fraud. If you ignore EVERY email that says it's from paypal, you'll probably be ok. Paypal calls you on the phone and has rigid verification procedures to prove that it really is them, if there ever really is a problem. They NEVER email with such questions, requests, etc.

well I bought an item on ebay, then paid threw paypal right away. Then 1 week past by and I still havent received the item that i paid for. So I sent the guy an email everyday then on the 12th day I went to paypal and filed a fraud report because the person wouldnt respond to my emails. 14th day paypal contacted me and said they were doing an investigation. Then on the 17th day I finally received my item in the mail. Then on the 20th day, paypal sent me 25 dollers(which is how much my item cost), because of the fraud i filed. I then told paypal that I received my item after 16 days. Paypal locked my account and I had to give them the $25.00 back to get my paypal account back open. So I think paypal is pretty good just dont buy anything more than $100.00. Also always write down the persons real name and address when you buy from them. It will help out the investigation if something goes wrong.

You need to be careful.

Whar are you planning on doing.
Paypal has now implemented "self-serve" fraud complaints.
It now is essentially up to the buyer and seller.
Also, any type of service is not covered.

For example, if you get scammed for a service.
File a complaint, it will ask you what type of transcation. If you choose service, it will say "We don't cover services" Thank you.

And then you can't file again! You're out of luck.

Chargebacks can be done but it hurts both the buyer, seller and your credit score.

What are you planning on doing?
PayPal is pretty solid in getting rid of scammers.

PayPal have a fraud centre on their site, not always successful, if the claim is up held paypal will repay your cash.
Any one with an account has to give details of accounts, you may be lucky. Good Luck.

I got rip-off for $400.00 - Ordered some stuff and was sent only $10.00 worth of items..I emailed just about everyone or anyone Including state officials in two states (who's jobs are to protect the consumers - no help)

So if you're buying and paying via Paypal BEWARE!
